The Dallas city council wants to know how an internal memo from police got leaked to the media, creating what some say was unnecessary hysteria.
The memo was tweeted out and listed several crimes that would go through an online reporting tool instead of using a dispatched officer, including attempted car thefts and car break-ins.
The backlash was immediate, including a strong response from Governor Abbott.
Councilman David Blewett says the leak should never have happened.
"It certainly didn't make our jobs easier. We all got messages and emails about what we were doing without community input," he says.
Councilman Adam Bazaldua says the issue is the public was misinformed about changes that will help the department.
"In all reality this is in line with re-imaging what public safety is and how we can effect it more efficiently."
The changes in the memo were quickly rescinded by police. An investigation into the leak is underway.
