Bedford police charged the Mansfield man accused of causing a crash that killed a toddler over the weekend with manslaughter.
Investigators say Joshua Haggar was driving at "...a high rate of speed..." when he rear-ended a car carrying 2-year-old Avyanna Caro who died at the hospital.
Bedford police arrested Haggar at the scene. Monday, he was formally charged with manslaughter.
