Dallas police chief spoke to the media Monday, concerning the high violent crime numbers, community tensions and how he plans to address both.
Garcia said he will use data using hot spot policing, while doing what he could to make sure some communities don't feel over policed or victims of "saturation policing".
He says he wants to target drug houses, or places where the crime occurs, but says the plan to lower the crime rate goes beyond making arrests.
The biggest challenge Garcia identified, was gaining the community's trust by admitting the mistakes of the past.
"We have made a lot of mistakes in law enforcement, particularly with communities of color," he said. "We need to own up to that."
Garcia added one of his first moves will be to hire an executive assistant from within. He plans to groom that person to eventually become chief themselves.
Garcia starts February 3.
