It's called Prepared 911, and it allows people to send 9-1-1 operators a video of their emergency. Dispatchers will send callers a link that will allow them to access the caller's phone camera so they can livestream exactly what's going on.

The North Texas Emergency Communications Center (NTECC), a joint 911 dispatch hub that serves Carrollton, Addison, Coppell, and Farmers Branch is using the new software. They are calling it a game changer when it comes to improving response time and pinpointing the exact locations of emergencies.
The feature is opt-in only. This means the live video feed ends when the caller hangs up and dispatch can not access the phone again. Prepared 911 allows emergency operators another tool to determine what's happening in real-time and how to respond.
