Local law enforcement agencies partnering for FIFA safety plans

With FIFA World Cup matches set to begin in North Texas on June 14, local, state, and federal officials say years of planning have prepared the region to host one of the world's largest sporting events safely.

On Monday, leaders from police departments, fire departments, emergency management agencies, the FBI, and the U.S. Secret Service outlined security measures that will be in place throughout the tournament.

Dallas Police Chief Daniel Comeaux said visitors can expect a festive atmosphere, but also a visible law enforcement presence.

"We want it to be a big party, we want it to be a big celebration, but we want everyone to do it responsibly," Comeaux said. "But if you cross that line, and you break laws, and you don't follow the rules, there will be consequences, and we will arrest you."

Officials said security planning extends well beyond Dallas Stadium. Agencies have spent years coordinating operations for matches, the FIFA Fan Festival, transportation hubs, hotels, and other World Cup-related events across the Metroplex.

Arlington Police Chief Al Jones said visitors should expect a significant police presence on match days, more than what people usually see during Cowboys games.

"Our top priority is to make sure our fans are safe and have a great time when they come around on match day," Jones said. "You should expect a large, very large presence, very visible law enforcement presence in the entertainment district."

He also said there will be road closures around the stadium to keep people moving. Portions of AT&T Way and Cowboys Way will be closed to traffic, and several parking lots will not be accessible to the general public. Jones said this means fans will have to enter the stadium through the east or west plazas. People are encouraged to check their tickets before entering the stadium so they know which entrance and exit to use. Fans are also strongly discouraged from buying food and merch outside of the stadium from non-licensed vendors.

Technology will play a major role in security efforts. Dallas police recently launched a Drone as First Responder program, and agencies across the region plan to use drones for situational awareness and crowd monitoring as well.

"It's helping us bring down response times," Comeaux said. "But it's also given us eyes in the sky."

At the same time, federal officials warned private drone operators to stay out of restricted airspace.

Joe Rothrock, Special Agent in Charge of the FBI's Dallas Field Office, said temporary flight restrictions will be in place around stadiums, the Fan Festival, team hotels, and training facilities.

"Unless specifically authorized, all aircraft operations, including drones, will be prohibited within designated restricted areas, Rothrock said.

Federal authorities warned violations could result in fines, criminal penalties, and the seizure of equipment.

Officials also highlighted extensive coordination among agencies through a Joint Operations Center, which will enable local, state, and federal partners to share information and respond quickly to threats.

Officials said public safety efforts will also focus on human trafficking prevention, emergency medical response, heat mitigation, and transportation management.

Comeaux emphasized that residents should continue to call 911 if they need assistance and said normal patrol operations will remain staffed throughout the tournament.

"We're gonna be fully staffed on our patrol," Comeaux said. "We're not taking anyone away from the patrol functions that we do every single day."

As the world turns its attention to North Texas, officials say the goal is simple: provide a safe experience for residents and visitors while showcasing the region on an international stage.
