The Austin Police department says the man who opened fire at a Target store killing three people chose his victims at random.
Investigators say 32-year-old Ethan Nieneker claimed he was 'Jesus' when initially questioned by police and he obtained the firearm through a family member.
Austin Police Chief Lisa Davis says there were several failures that led up to the shooting.
"This man had some serious issues and I think about the systems that failed," Chief Davis said. "There were some serious failures here on behalf of many when you're looking at potentially some mental illness there."
Police say the suspect lived alone and worked at a restaurant nearby. They confirmed reports that when officers approached him he was naked and holding a Bible.
Chief Davis says there are many questions.
"Where does someone with this capacity to do this get a weapon," she said. "When does a family member feel comfortable giving someone with these issues a weapon."
