Town of Prosper fights back against $580M Project Tomahawk data center

Plans for a massive data center along Prosper’s northwest corridor hit a major roadblock Tuesday night after the town’s Planning and Zoning Commission voted 7-0 to recommend denial of a crucial rezoning request.

The proposal, dubbed Project Tomahawk, sought to rezone roughly 37 to 39 acres near FM 1385 and Parvin Road. Developer White Rose Partners envisioned a 225,000-square-foot facility directly adjacent to the existing Brazos Electric Parvin Substation.

Despite developer promises of minimal water usage and zero traffic impact, neighboring homeowners turned out in force during public comments to voice opposition.

• Proximity to Neighborhoods: Residents expressed frustration over industrial development sitting just 1,000 feet from residential property lines.
• Infrastructure Strain: Neighbors raised red flags regarding heavy electrical grid draw, long-term water allocation, and constant ambient noise from large-scale HVAC cooling units.
• Shift in Land Use: Community members noted the parcel was previously envisioned for mixed-use retail, dining, and community space rather than heavy utility infrastructure.

Tuesday's 7-0 vote by the Planning and Zoning Commission serves as an official recommendation of denial. The ultimate fate of the rezoning request now sits with the Prosper Town Council, which will hold a public hearing and issue the final, binding vote during an upcoming meeting.
