A man in El Paso has been arrested and charged with capital murder and arson in a case that involves his mother and brother.
Philip Mills, 40, allegedly set fire to the family's home on the night of July 22, a blaze that killed his 54-year-old brother Paul and left his mother Annette badly burned, according to KTSM.

Police say Mills confessed to pouring gasoline from a weed whacker onto the living room couch. According to the police affidavit, Mills then went outside and waited "with large rocks in his hands" in case any survivors emerged.
When Mills was informed his mother, who is in critical condition, survived, he expressed shock and called it a "failed attempt."
Mills allegedly said his motive was that his brother and mother didn't follow the Bible.
