A registered sex offender with prior convictions for possession of child pornography and child annoyance has been arrested on suspicion of taking inappropriate videos of a woman, authorities announced Thursday.

Detectives from the Tustin Police Department arrested Roland Moreno on Sunday in Fullerton, said Tustin Police Lt. Ryan Coe.

Tustin Police Department officers were called to 13852 Red Hill Avenue on Oct. 20 regarding a disturbance at Spirit Halloween, a Halloween costume store. Upon their arrival, they were told by multiple witnesses Moreno was seen taking videos under a woman's skirt as she shopped inside the store with her two children, Coe said.

Moreno left the store prior to the officers' arrival but left his cellphone behind, Coe said. A search of his phone revealed additional videos of similar nature from various locations, police said.

Anyone who believes that they have been victimized by Moreno was asked to contact  Detective Schultz of the Tustin Police Department at 714-573- 3250 or bschultz@tustinca.org.
