Nicole Wilson, director of humane law enforcement, said the alleged thief was clearly at the shelter for only one reason and the whole thing was caught on camera.
"He comes in, he goes to that specific kennel, he gets that puppy out and he leaves," said Wilson. "So that is a very unusual thing, especially for a dog that had only arrived at our facility earlier that day."
A PSPCA representative confirmed the puppy was microchipped.
The PSPCA later announced a $1,000 reward contributed by an anonymous donor via Facebook post. Anyone with information is asked to call them at 866-601-7722 or email cruelty@pspca.org.
They caution anyone who sees the puppy or the person in the photo to call 911 immediately.
