"We know that social distancing works, we don't know why he came up with 25%,” he said.

Sean Harrigan, owner of Harrigan’s Pub in Warminster, said he has been concerned about fellow restaurant owners not abiding by social distancing and other types of guidance.

“It didn’t have to happen if people would’ve followed the guidelines, and I know there were local bars in the area that weren’t doing it,” Harrigan said.

The association’s Melissa Bova said most restaurant workers want to comply with the health restrictions. Unfortunately, she said, the problem persisted because there was no enforcement.

“From what we’re hearing from our members, I get calls every day that say, ‘is there another number I can call because the guy down the street is doing it wrong and nobody is shutting him down,’ ” Bova explained.

But Jeff Lavin of the Hulmeville Inn wonders why punish the entire industry?

“It’s like back in grade school where the teacher would take away the pizza day because one kid messed up,” Lavin said.

Rui Lucas of Na'Brasa Brazilian Steakhouse and Iron Abbey in Horsham suggested that one way the state can handle the reopening of restaurants is by creating a “task force” that would enforce the rules.

Meanwhile, Harrigan urges people working across all industries to just stop fighting the health guidelines.

“We have a pandemic here and with people not doing all over what they’re supposed to, it’s not going to change,” he said.
