"Our teams work very closely together," Murphy said, "so it's not just the three of us. It's a very good working group relationship among our states."
In their push to make the river watershed healthier, Murphy said they'll need some help.
"The federal government has not been there and they are a member of this commission," he said. "The proclamation is not words only. This is meant to signify action on our collective behalf."
Carney added they'll look at ways to make the drinking water better and improve the quality of life for people and animals using the river.
"And maybe being more project-based," he continued, "trying to do some big things in the river."
As they go forward, Wolf said they'll explore multiple ways to get funding for their projects.
"There are a lot of things we can do," Wolf said. "We need the financial support. The federal government would be great. All of us are not waiting on that. We are working together on that."
The Democratic governors say they will also work together to address how climate change is affecting the river and what they can do to combat it.
