PHILADELPHIA (KYW Newsradio) — The City of Philadelphia has issued a Code Blue in effect at 3 p.m. Tuesday.

Special measures are also taken to keep the homeless safe, including activating a 24-hour outreach line to find people who are homeless and provide them with safe, indoor spaces; opening all available beds within the emergency housing network; and allowing homeless people to stay inside emergency housing throughout the day.
