WEST CHESTER, Pa. (KYW Newsradio) — A 56-year-old Baltimore middle school teacher has been charged with driving to Chester County to sexually assault a boy on multiple occasions over two years. Prosecutors said the two met on a social media app when the boy was 12.
Rogie Legaspi was arrested earlier this month in Chester County after law enforcement, investigating a Childline report, posed as the victim and arranged a meeting with him.
The 15-year-old told police that Legaspi would drive from Maryland to Chester County “a few times a month.”
“That child was interviewed and reported that for roughly two years, he had been having intermittent sexual contact with a person that he knew as Alex. They met over an app when he was just 12 years old,” said Chester County District Attorney Christopher de Barrena Sarobe.
The boy said the assaults started in June 2024 when he was 13, and continued until June of this year.
Legaspi would often record the sexual acts and send them to the boy, prosecutors said. The affidavit of probable cause outlines numerous meetings between the two, including one in June where Legaspi brought another man to engage in acts with the child.
“The child reported [Legaspi] would pay him $50 to $100 to have sex,” de Barrena Sarobe added. “The defendant would also purchase things for the child like perfume, lotion and food. These acts occurred in both Chester and Lancaster counties, in the defendant’s car and in hotels.”
In May, the boy said he skipped school and Legaspi took him to an adult novelty store. The next day, the boy said Legaspi messaged him in the middle of the school day, saying he was there to pick him up, and he took him from school without permission.
“This is child sex trafficking, make no mistake about it,” de Barrena Sarobe said. “It has no place in any community, let alone in Chester County. And we will not tolerate it.”
De Barrena Sarobe said the school district in Maryland has been cooperative with the investigation, and at this point, they have not found additional victims.
Legaspi is in Chester County Prison on $5 million cash bail. He faces a long list of charges, including sexual assault of a child and human trafficking.
