Four Delaware County people lured a pair of intellectually disabled women into their home, stole their government benefits and abused them, federal prosecutors say.

The two disabled women were receiving social security and SNAP benefits which prosecutors say David Dziobczynski, 54, along with Michael Swanson, 43, Nicole Swanson, 39, and Caitlyn Eusden Swanson, 26, conspired to cheat them out of at Dziobczynski’s Chester home.

The group allegedly enticed the two women to live with them as a “family” group, while lying and telling the victims that they were managing and safeguarding their benefits.

Prosecutors say the four would physically and verbally abuse the victims, deprive them of food and electronics and isolate them. As an additional control tactic, officials allege Michael and Nicole Swanson engaged in sexual activities with the disabled women which they could not legally consent to.

In an effort to keep the scheme under wraps, the indictment says Dziobczynski and Michael Swanson tried to get a social worker assigned to the Swansons’ minor children fired.

The three Swansons could face sentences of life in prison, while Dziobczynski could see up to 30 years. All four have already appeared in federal court.
