Delco authorities announce homicide charges against 61-year-old man for Wednesday workplace mass shooting

CHESTER, Pa. (KYW Newsradio) — Delaware County officials have announced charges against the man accused of shooting five coworkers at a business in Chester on Wednesday, killing two and wounding three, one critically.

"This is a cold-blooded shooting," said Delaware County District Attorney Jack Stollsteimer, joined Chester Police Commissioner Steven Gretsky on Thursday to identify Wilbert Rosado-Ruiz, 61, of Chester as the man accused of carrying a gun into work at Delaware County Linen and methodically carrying out a mass shooting.


Stollsteimer says the incident started when Rosado-Ruiz had an argument with a woman on the job.

"He went outside, made a phone call, came back inside with his gun and started shooting and killing people."

Stollsteimer says Rosado-Ruiz shot five coworkers. The two men who died were brothers Leovanny and Giguenson Peña Peña. Three coworkers went to the hospital, including the woman he had an argument with.

"Defendant Ruiz walks out of the building calmly, sees her and tries to shoot her again and is running towards her on video firing a gun that is either misfiring or has run out of ammunition," said the D.A.

Stollsteimer says video obtained in their investigation shows just what went on in the building during the shooting — and afterward: "He's calmly walking back to his car, after shooting five people."

"We are charging him, obviously, with first-degree homicide, two counts of that; multiple counts of aggravated assault; multiple counts of recklessly endangering human beings," said Stollsteimer.

"He's also charged with a firearms charge because, although he legally possessed the firearm he had with him, that he had purchased in 2018, he did not have a license to carry it concealed upon his person."

Stollsteimer says Rosado-Ruiz has no prior criminal record, but he has had numerous workplace run-ins with his fellow employees in the past.

Rosado-Ruiz is expected to be arraigned Thursday afternoon.
