PHILADELPHIA (KYW Newsradio) — A man has been arrested and charged with multiple assaults, including an incident involving a 13-year-old girl, in the city’s Fishtown neighborhood in March.
Police said 29-year-old Noel Vargas is accused of groping two women on the morning of March 25. The first incident happened around 9:30 a.m. along Palmer street, where a woman was putting her son in the backseat of her car, when Vargas allegedly came up from behind and pinched her butt before running off.
About 45 minutes later, another woman reported that a man grabbed her butt while walking along Belgrade Street.
Then on March 28, investigators said Vargas grabbed a 13-year-old girl from behind and bear-hugged her on East Montgomery Avenue, and fled when she screamed.
Vargas surrendered to the Special Victims Unit on Monday, July 7. He is charged with indecent assault and harassment and is scheduled to appear in court next month.
