HARRISBURG (KYW Newsradio) — The Pennsylvania State System of Higher Education (PASSHE) is pledging to pay any remaining costs for undergraduates who are receiving federal and state grants.

Eligible students at all 10 state universities will pay no out-of-pocket tuition starting in the fall of 2027. PASSHE is calling it a scholarship pledge and said it will cover any costs remaining after undergraduates receive federal Pell grants and PA state grants.


PASSHE’s board of governors also set tuition rates for the 2026-2027 school year at $4,169 per semester. It’s a $172 increase that PASSHE said could be rolled back depending on the pending state budget.

Pennsylvania state schools have an enrollment of about 83,000 students. About 90% of the students are from Pennsylvania.

The scholarship pledge by PASSHE doesn’t cover books, fees, housing and meals.
