PHILADELPHIA (KYW Newsradio) — Philadelphia City Council has given preliminary approval to a bill giving the Philadelphia Parking Authority the green light to refurbish and operate the vacant bus terminal at 10th and Filbert streets.
Under the plan, starting Jan. 1, 2026, the PPA would charge bus companies a $40 fee for each stop made in the city — a rate reduced from $169. PPA Executive Director Rich Lazer told city council's finance committee on Wednesday that those fees would fund a renovation of the Greyhound terminal.
"Fix some core functions of the building, upgrade the heating and air systems, redo the bathrooms, the flooring, kind of beautify the space. It's been dormant for some time,” Lazer said.
Greyhound ended its lease at 10th and Filbert streets in 2023, when the company moved toward curbside service as a cost-saving measure. That left Philadelphia riders without permanent shelter. The city's Streets Department is planning to route buses to the terminal from Market Street and back, to prevent congestion in the streets of Chinatown.
The terminal is expected to reopen by May in time for the summer events of 2026.
