DOYLESTOWN, P.A. (KYW Newsradio) — Two men are headed to state prison for sexually assaulting a 13-year-old in Bucks County. Prosecutors said the encounters were set up by a Kentucky man who befriended the child then threatened her and her family unless she complied.
Randy Quinn, 43, from Coopersburg, is sentenced to five to 10 years in state prison on two counts of statutory sexual assault, and for filming and disseminating child sexual abuse material, because he livestreamed his encounter with the 13-year-old.
Jon Van Ingen, 68, from Perkiomenville, is sentenced to two to four years in prison for statutory sexual assault in a separate encounter with the same girl.
Authorities said Quinn sexually assaulted the girl on two separate occasions while Van Ingen assaulted her once.
In court, both men claimed they were concerned about the girl’s age and asked her if she was 18. Both men also claimed they are sex addicts and getting treatment.
Bucks County First Assistant District Attorney Kristen McElroy said their statements fell well short of excusing any of their actions.
“If you’re a sex addict there’s are plenty of other people who are sex addicts who you can find on the internet,” she said. “Whenever you have someone this young, if there’s any doubt, you have to walk away and it’s pretty clear both of them had their concerns and their doubts about their age and they continued to do what they did.”
McElroy said the encounters were set up by 30-year-old Zachary McCauley from Louisville, Kentucky man who befriended the girl through a fake account, then through threats and coercion, forced her to send nude photos. He used those photos to create an account on a dating app, where the meetings with Van Ingen and Quinn were arranged.

“It’s incredibly sad what this child has been through, what this family has been through,” said McElroy.
McCauley’s next court appearance is scheduled for June 10.
