
PHILADELPHIA (KYW Newsradio) — U.S. Marshals have arrested a Philadelphia man they say killed a 78-year-old woman in a hit-and-run in December of 2022.
Marshall's service investigators said they learned Jovan Lowe, 21, was hiding in a home on Hawthorne Street near Orthodox Street in the Frankford neighborhood of Northeast Philadelphia.
Officials said Lowe tried to jump out of a second story window but was quickly forced back inside and apprehended by members of the fugitive task force.
Lowe is accused of committing a hit-and-run on December 28, 2022, when he was 18, in the Mantua neighborhood of West Philadelphia.
Authorities said he hit a handful of vehicles parked along Fairmount Avenue near North 37th Street in a stolen Jeep Grand Cherokee.
Sitting in the passenger seat of one of those hit cars was Julia Mae Abraham, 78. She was taken to the hospital, where she died an hour later.
Officials said Lowe ran off and has been a fugitive from the law until Tuesday’s arrest.
He faces charges including homicide by vehicle.
