City controller: Hundreds of Philly property owners exploiting tax relief program

There’s new evidence that Philadelphia property owners are improperly exploiting the homestead tax relief program, denying the city and school district millions of dollars in revenue. KYW Newsradio’s City Hall bureau chief Pat Loeb reports.
