Richmond, Va. (Newsradiowrva.com) - Governor Ralph Northam is explaining why he allowed Richmond to go its own way, and remain closed, after earlier in the week saying he was only going to allow reopening delays on a regional basis/   Responding to reporters, Northam said "things change," and that Richmond's health metrics allowed for a delay.  Mayor Levar Stoney had made the request.

Northam also said he would be willing to have a discussion if some counties wanted to move faster in the reopening process.   Northam also indicated he was be reversing himself on the closure of the Commonwealth's beaches, and may have more information next week.

The Administration also indictated that it is on pace to be a billion dolalrs behind at the end of the fiscal year, after the April revenue showed year-to-year revenue down over 25%.

The discussion came on the day resturants in the non-closed portions of the Commonwealth could start to serve outdoor meals at 50% capacity.  Jamie Ashenberg, with Bartizan in West Broad Village, says they have made a large investment in gloves and will be replacing them after every meal service.  Bartizan opened in December and was just finding their legs when the shutdown started.  Ashenberg, who has experience in the industry, says most restuarants will consider it a good year if they stay in business.
