The City Council in Asheville, North Carolina, voted unanimously on Tuesday to pass legislation that formally apologizes to black residents and approves reparations through investments in certain areas in the community.

According to Asheville's Citizen Times, the resolution does not involve cash payments made directly to black residents, but instead forms the Community Reparations Commission, which will hear from community leaders and groups to determine where funds should be directed.
"Hundreds of years of black blood spilled that basically fills the cup we drink from today," Councilman Keith Young told the Citizen Times.

Young, one of two African American city council members and the leading proponent of the resolution, added, "it is simply not enough to remove statutes. Black people in this country are dealing with issues that are systemic in nature."
