Why Is Virginia's Public Safety Boss Telling Law Enforcement Not To Arrest Criminals?

Virginia Public Safety Secretary Brian Moran said during a coronavirus briefing on Thursday that he is asking law enforcement officials in the state to avoid arrests if possible.

Moran advised using summons instead of a conventional arrest. He also suggested that magistrates and judges to consider bond instead of putting convicts in jail and modifying sentences for "low level offenders."

"We want to reduce the interaction particularly this vulnerable population in our jails," Moran said.
