Richmond, Va. (Newsradiowrva.com) - Today is the one-year anniversary of the death of Irvo Otieno at Central State Hospital in Dinwiddie. Seven Henrico deputies were charged with murder in the case.
The Medical Examiner’s Office ruled Otieno’s death a homicide and determined his cause of death had been “positional and mechanical asphyxia with restraints.”
At this year’s General Assembly session, a bill called “Irvo’s Law” passed unanimously in both chambers. It would give family members access to loved ones experiencing a mental health crisis. The person in crisis would reserve the right to reject the family member’s presence and exceptions would be made in the case of a medical or safety risk.
Governor Youngkin has said he intends to sign it.
