Richmond Man Charged in Connection to Dollar General Shooting

Suspect also charged with committing other crimes

Richmond, Va. (Newsradiowrva.com) - The Richmond Police Department has arrested and charged a 60-year-old man with the homicide of a Dollar General employee.

The suspect in the fatal shooting of Dollar General employee Kamarr B. Hall Sr. has been identified as Mark Palmer of Richmond, according to police.

At around 4:50 p.m. on Wednesday, Dec. 13, officers found Hall with an apparent gunshot wound at the Dollar General on the 3300 block of Richmond Highway. He was taken to a nearby hospital, where he later died.

Following multiple investigations, Palmer has also been charged with several other crimes he committed throughout the city, including:

• On Dec. 11, Palmer tried to rob an employee of a business in the 5200 block of Hull Street Road. He was charged with attempted robbery and use of a firearm in an attempted robbery.
• On Dec. 8, Palmer allegedly robbed an employee of a store in the 1200 block of Westover Hills Boulevard. He was charged with robbery and a felony count of using a firearm to commit a felony.
• On Nov. 26, Palmer allegedly robbed another employee of a business in the 5100 block of Hull Street Road. He was charged with robbery and a felony charge of using a gun for theft.

“All of us in the city of Richmond are safer because this suspect is in custody,” said Richmond Police Chief Rick Edwards. “I extend my profound appreciation to the teams of detectives who worked these cases and who successfully delivered this case, with coordination from the Office of the Commonwealth’s Attorney, to the grand jury.”
