Richmond, Va. (Newsradiowrva.com) -- Senator Mark Warner says that Virginia should use its surplus from last years budget to invest in education.

Warner pointed out that Virginia's public education was very highly rated while he was governor, and said that this rating was due to investment and funding. He suggested that the budget surplus announced by governor Youngkin would be best used on bonuses for public school teachers and one-time signing bonuses for new teachers.
