St Louis County Executive Dr Sam Page is calling on the County Council to offer funds to aid in relocation to numerous families who are facing utility shut-offs, raw sewage and mold issues in the complex. It's 'a very ominous setting here,' says Page. 'This has been going on for 2 1/2 years,' says Page, 'the living conditions here are terrible.'
