Poloncarz, Hardwick at odds over Erie County surplus funds

Erie County has surplus funds, but where will they go? County Executive Mark Poloncarz wants to use them for lawsuit settlements. Comptroller Kevin Hardwick wants to split it three ways, including with the cities of Buffalo, Lackawanna and Tonawanda. Hardwick has more detail on the matter, which will be discussed by the Legislature Thursday.
