California's latest report shows a "no hire, no fire" job market

California's latest jobs report may help explain why it's so hard to find a job right now. The state lost more than 20,000 payroll jobs in July, following job losses in April and May and only a small gain in June. The unemployment rate fell slightly to 5.1% but largely because the state's labor force shrank by over 70,000 workers. The report describes a “no hire, no fire” job market with employers reluctant to hire but layoffs remaining relatively low.
