City Council budget hearings wrap up with pleas to boost Philly staffing levels

Nearly a hundred people testified in Philadelphia City Council on Wednesday, in the final day of hearings on next year’s budget. KYW Newsradio City Hall bureau chief Pat Loeb reports about a dozen of the speakers were city employees complaining about staffing levels.
