Austin Police release briefing video on Ramos shooting

AUSTIN (Talk1370.com) -- The Austin Police Department on Monday released a "critical incident briefing" in the fatal officer-involved shooting of Michael Ramos in late April.

The 16-minute briefing video includes audio and transcripts of the 911 call that started the April 24 incident, as well as video from an APD dash camera and body camera that show new perspectives of the deadly shooting.

The video shows Ramos with his hands up outside his vehicle as the standoff continues. When a less-lethal round hits Ramos in the chest, he gets back into the car and proceeds to drive out of the frame, when gunshots are heard.

Despite the initial 911 call reporting a gun, Austin Police Chief Brian Manley said no gun was found at the scene.

Under a new department policy, the video was to have been released 60 days after the incident occurred. That would have been June 23, before Austin City Manager Spencer Cronk delayed its release after it was revealed that the Office of Police Oversight was not involved in its production.

Travis County District Attorney Margaret Moore announced last week that she would delay presenting the Ramos case to a grand jury until her successor takes office in January. Moore, who lost her re-election bid in the July 14 Democratic primary runoff, had originally committed to presenting the case to a grand jury in August.

"By overwhelmingly supporting a candidate for District Attorney who ran on a platform of changing how officer-involved shooting cases are prosecuted, I believe the community has clearly stated it would like to see the new administration oversee the prosecution of these cases from beginning to end," Moore said in a statement announcing the delay.
