City Council poised to vote on police reforms, cuts

AUSTIN (Talk1370.com) -- The Austin City Council is poised to vote Thursday on a number of resolutions affecting the Austin Police Department.

During Tuesday's work session, all 10 Council members and Mayor Steve Adler expressed unanimous support for the resolutions.


Here's a breakdown of the police-related items on Thursday's agenda:

  • Item 95 focuses on changes to police policies and tactics, and would prohibit or strictly curtail the following:
    • Prohibit chokeholds or strangleholds
    • Prohibit officers from shooting at moving vehicles
    • Prohibit the use of tear gas and impact munitions on people exercising their First Amendment rights
    • Limit no-knock warrants and the use of facial recognition technology by police
    • Require de-escalation tactics in all circumstances
    • Delay the July APD cadet class until the training curriculum is overhauled, according to prior council direction
  • Item 96 will provide direction for the upcoming 2020-21 budget, adding no additional sworn police staff positions and removing any that the department cannot reasonably fill, reallocating those funds to other public health and safety efforts.
  • Item 93 would convert the Council's Judicial Committee into a Public Safety Committee.
  • Item 50 sets a goal for zero racial disparity, zero use-of-force incidents, and zero deaths at the hands of APD officers
