WITCHITA, KS - The Homeless Outreach Team in Witchita has been working hard, encouraging the city's homeless to take shelter due to the cold.
Many of the homeless remain reluctant as the emergency winter shelter only allows two bags of possessions per person, causing many to temporally part with their pets and leave their belongings behind.
Any officer, not just the H.O.T. Team are required to provide transport to a shelter.
