Then-Steelers running back Le'Veon Bell held out and ended up sitting out the entire 2018 season amidst a contract dispute with the Steelers, so there is precedent for a franchise-tagged free agent to simply sit out instead of playing on the tag.
That didn't work out too well for Bell, who went from bell cow back to journeyman over the final few years of his career, but it did set a precedent for, say, Lamar Jackson, who is at a contract impasse with the Ravens - and the Sports Junkies debated whether or not Lamar could, and would, sit out a year to escape Baltimore.
