Two Sales-Tax Questions Could Face Greenville Voters

2026 Countywide and Municipal Penny Sales Tax

On the 2026 general election ballot, Greenville County voters will be asked to approve a 1% sales tax to be used toward roads, transportation and infrastructure. The countywide sales tax-collections would be capped at $1.1 Billion dollars. The proposal also sets aside funding for expanded transit service, parks, trails, conservation easements, floodwater management, working lands, wildlife habitat, and water-quality protection.

Additionally, some Greenville County voters will also see on the ballot, a municipal sales tax question. Under a new state law, municipalities in Greenville, Oconee and Beaufort counties can secure their own 1% sales tax. The law S.866 was written to ensure only specific projects can be funded, things like roads, highways, bridges, public parking lots, local government services, administration buildings, and other projects.

Under state requirements, the municipal tax lasts eight years and must provide property-tax relief for qualifying owner-occupied homes. If approved, a 1% increase would be applied to most taxable purchases made within the city limits. Cities requesting voters to approve the 1% sales tax include:

City of Greenville

Mauldin

Seneca

Simpsonville

Travelers Rest

Westminster, and West Union.

The county and municipal penny-tax questions are not interchangeable. The countywide referendum is primarily a transportation, transit, and greenbelt investment measure, while a municipal penny focuses on city-level capital projects.
