New bill could get car stunt performers, spectators arrested, fined

Illinois lawmakers are responding to incidents in which cars have blocked traffic on expressways and then performed stunts like donuts while people watched.

One such incident occurred at night on the outbound Eisenhower at Racine in December. Lanes and ramps were blocked and cars were doing donuts and other stunts, while spectators shot cellphone video.

"I actually saw it in real time because I live right off of 290 expressway," said Illinois State Representative LaShawn Ford. "There is no penalty for doing the wheelies and the stunts; the donuts that you see them doing, leaving marks on our streets."

Lawmakers are looking to change that.

Jim Kaitschuk of the Illinois Sheriffs’ Association said, "A lot of times one horseman doesn't have the ability to do things that people would like us to be able to do. And this is a shining example of just that problem."

A first offense would be a misdemeanor for anyone involved and a $250 Fine. A second offense would be a felony and a $500. fines, and participants could lose their licenses.
