CHICAGO (WBBM NEWSRADIO) -- ComEd will have to pay a $200 million fine after admitting to federal prosecutors it paid off associates of “a high level elected official for the State of Illinois,” who is identified as Illinois House Speaker Mike Madigan.

Citizens Utility Board Executive Director David Kolata says ComEd has a long way to go to regain the trust of consumers.

"This is really inexcusable behavior. ComEd let the public down, let consumers down. We’re glad to see that it is cooperating and that they’ve made a whole host of changes,” he said Friday.

Kolata said CUB will make make sure consumers will not be paying that fine.

He said state lawmakers need to approve utility accountability legislation that includes strong ethics provisions.

Such legislation would need to get past Madigan, who is implicated in the ComEd bribery scheme but has not been charged with wrongdoing.
