CHICAGO (WBBM NEWSRADIO) -- A man was fatally shot by Chicago police after an off-duty officer saw two handcuffed, alleged kidnapping victims running down the street Monday in Belmont Central on the Northwest Side.
Sgt. Cindy Guerra said an off-duty police officer saw two people handcuffed together, running down the street around 6:45 a.m. Monday near the 6200 block of West Grand Avenue.
He pulled over to talk to them "and learned that they had been kidnapped and were being held against their will."
Sgt. Guerra said the off-duty officer called for backup and Grand Central District officers arrived at the scene before relocating to an apartment in the 6200 block of West Grand to look for the suspect and possibly other victims, police said.
"Officers then proceeded to the apartment fearing there were additional victims and/or possibly to locate the offender. Once inside the apartment, an armed confrontation ensued with the offender," she said.
The 41-year-old suspect was shot and taken to Illinois Masonic Medical Center.
He has since been pronounced dead, according to the Cook County medical examiner's office.
Police said a gun was recovered from the scene. No police were injured.
The two escaped while their captor was asleep, according to police spokesman Anthony Guglielmi.
Guerra said police are not aware of any other kidnapping victims.
The kidnapping victims were taken Sunday night from the west suburbs, Elgin police said in a statement. They were apparently kidnapped in a carjacking in the 100 block of North Porter Street in Elgin, police said.
The kidnapping did not appear to be random, and the victims and kidnapper knew each other, Elgin police said.
"They seem to be OK. They're shook up, but they seem to fine at this time," Guerra said of the kidnap victims.
The Civilian Office of Police Accountability (COPA) is investigating the shooting.
Sgt. Guerra said that the officer who shot the suspect is being put on 30-day administrative duty during the investigation, which is standard procedure for an officer involved in a shooting.
