Former law firm employee faces 42 felony charges

Police: 'This was not a good person'

Lowell, Indiana woman facing 42 felony charges

Heather Ann Textor

Indiana State Police

A 41-year-old woman from Lowell, Indiana - a former employee at a law firm - is facing more than three dozen felony charges for allegedly taking money from people who thought they were hiring the firm, some who ended up in jail.

Heather Ann Textor worked the reception desk at a law firm that advertised expungement of criminal records, Weiss, Schmidgall and Hires, according to Indiana State Police.

She was the first point of contact.

It’s alleged she took money from people who thought they were becoming clients of the firm and she forged the names of attorneys and judges on fake documents, making it appear that expungements occurred when they had not.

This was done numerous times, according to police, without the knowledge of the law firm.

It's alleged that sometimes she would take cash and other times she used banking apps that she created in the firm’s name.

State Police Sergeant Glen Fifield said the three-year investigation started when a man learned his criminal record was not expunged, as he thought.

“This individual had documentation that an expungement had actually taken place when it actually had not,” Fifield said during a press conference. “This first victim had actually went and attempted to purchase a firearm,” and Fifield said he learned he could not because the criminal record had not been expunged.

He said others found themselves in jail.

“Two individuals thought that their driving records had been cleared up because of this expungement,” he said. “They were given false documentation. They were subsequently pulled over for a traffic offense, and it was discovered they had warrants out for their arrests for failing to appear for this traffic violation. They went to jail because of this woman.”

Its alleged that there are about 40 victims. Fifield said police suspect there are more who don’t yet know they’re victims.

The alleged scheme occurred for years - between November of 2019 and October of 2025 - according to the charging documents. .

“This was not a good person,” Fifield said. “This person had no care for the victims that she was taking advantage of. It was all about her. It was all about her getting money.”

PRESS RELEASE:

Merrillville- The Indiana State Police has arrested a Lowell woman following an extensive, multi‑year investigation into an alleged pattern of fraud, forgery, and theft involving prospective clients of a Merrillville law firm. The investigation, led by Sgt. Joe White of the Indiana State Police Organized Crime and Corruption Unit, began after suspicious expungement documents were submitted to the Indiana State Police Expungement Unit.

During the investigation, detectives uncovered a large number of fraudulent criminal‑record expungement orders, forged judicial signatures, falsified specialized driving privilege documents, unauthorized use of client funds, and the diversion of electronic payments into personal accounts. Evidence indicates that the suspect repeatedly misrepresented her role within the law firm and created fraudulent court documents that caused clients to believe legal services had been completed when they had not.

Investigators also determined that several fraudulent court documents were used in attempts to obtain government‑issued licenses or benefits, prompting review by multiple agencies. The scheme caused significant financial loss to numerous individuals and required corrective action by several courts and partner organizations. In some cases, individuals were even arrested or incarcerated after relying on fraudulent documents that falsely led them to believe their criminal records had been expunged or their driving privileges restored.

The suspect, Heather Ann Textor, 41, of Lowell, Indiana, was taken into custody Thursday afternoon by the Lowell Police Department and incarcerated at the Lake County Jail where she faces 42 felony charges and 3 misdemeanor charges, including Fraud, Forgery, Theft, Counterfeiting, and Impersonation‑related offenses. Additional charges remain under review as investigators continue to analyze seized digital evidence and financial records.

The Indiana State Police extends its appreciation to the dozens of victims, cooperating courts, clerks’ offices, financial instituions, and the affected law firm, Weiss, Schmidgall, and Hires, for their assistance throughout this complex investigation.

Indiana State Police investigators believe that there could be additional victims that may not realize they have been taken advantage of until the release of this information. If you believe you may have been a victim of Heather Textor’s actions, please contact Sgt. Joe White at 219‑696‑6242, and he will follow up with you directly.
