Staffing shortages continue to hamper CPD's progress in meeting consent decree

CHICAGO (WBBM NEWSRADIO) -- An independent monitor finds staffing shortages continue to hamper the Chicago Police Department’s progress in meeting the federal government’s consent decree.

The police department has been making ‘significant progress’ in the first four years of the consent decree in changing policies and training, but Independent Monitor Maggie Hickey and her team found a pattern where after hitting such targets, the department shifts resources to crime reduction and then progress stalls on areas such as community engagement and accountability.

Hickey filed the monitoring plan for the fifth year of the decree with the chief federal judge.

“As we enter the next phase of the Consent Decree, there is a continued urgency to hear and see the City of Chicago’s plans and progress to address reforms that are fundamental to obtaining and sustaining compliance, including staffing challenges, supervision deficiencies, and missing data collection, management, and analysis," she said in a statement.
