Government watch dog sees waste in suburban road maintenance

Between districts for fire protection, parks and roads, Illinois has more local governments than any other state.

A new study from the Civic Federation shows how that can be costly in north suburban Glenview.

The non-partisan research group found a two-mile stretch of West Lake Avenue is maintained at points by the village, the state and then Cook County.

Policy & Research Associate Lily Padula says that can lead to inconsistent maintenance and inefficiencies.

The federation blames such multi-jurisdictional roads for driving up costs.

It says in 2022, Illinois spent $98,386 per lane-mile, more than twice what Minnesota spent.

To reduce that, it suggests prioritizing roads in the worst shape and sharing details about maintenance and conditions across agencies.

This is the latest in the federation’s efforts to call out inefficiencies.

A report in May found 10 agencies maintain Greenbay Road across Cook and Lake County.
