CHICAGO (WBBM NEWSRADIO) -- The independent monitor evaluating Chicago Police reforms is hopeful the new superintendent speeds up progress on the consent decree enacted four years ago after the murder of Laquan McDonald.

The latest report from former federal prosecutor Maggie Hickey finds the police department has made some progress on 80 percent of consent decree mandates while 15 percent have not been met at all.

Hickey said based on interactions with Superintendent Larry Snelling so far, the monitors expect the department to continue to follow reforms to address the challenges of violent crime, next summer’s DNC convention and the migrant crisis.

They hope he’ll push the department to quickly develop transparent plans. The decree is to be in effect until the city has reached full compliance for at least one year.
