Fifteen people, including 12 children, are recovering after a bus accident in Texas.

The small church bus overturned near Houston on Sunday, and witnesses claim it appeared to be speeding, according to police.

Harris County Sheriff Ed Gonzalez said three adults and 12 children were on board at the time of the crash.

The 42-year-old driver "failed to control speed while negotiating the curve causing the bus to roll on its right side," Gonzalez tweeted. No other vehicles were involved.

Gonzalez described the scene as "chaotic."

"When our units arrived, they had to mobilize very quickly because children were kind of partially out of the bus and in different places," he told KHOU.

All of the children, ranging in age from 1 to 16 years-old, and two adults were transported to area hospitals with "possible, but non-life-threatening injuries." The fifteenth passenger, a 33-year-old, was stable.

Gonzalez said the driver, who was not injured, "did not exhibit any indicators of being intoxicated or under the influence."

The bus came from Mount Zion Baptist Church on Uvalde Road, KTRK reported. Pastor Jared Zapata told the outlet that the church uses volunteer bus drivers, who pick up and drop off adults and kids at church services. He added that the driver who was behind the wheel is no longer allowed to drive for the church.

Investigators are still determining if any charges should be filed. The crash remains under investigation.
