Bates is a restricted free agent, meaning his former team, the Bills, will now have five days to match the Bears' offer sheet.

The Bills gave Bates a low-round tender, NFL Media reported. That means they wouldn't receive compensation back if they declined to match the Bears' offer sheet.
Bates, 25, played in 41 games and started in four for the Bills over the last three seasons.
