Velasquez, 30, had been on the injured list since July 6 due to a blister on his right index finger. He has a 5.21 ERA in 14 appearances for the White Sox this season.
Foster has a 4.50 ERA in 47 appearances for Chicago in 2022.
The White Sox open a four-game series against the Astros on Monday evening at Guaranteed Rate Field.
