It's not a surprise that incoming, new Buffalo Police Chief Erika Shields has lots of questions to answer.
And, the questions are coming from the Buffalo Common Council and the Buffalo Police Benevolent Association - among others.
That was both expected and anticipated.
John Davidson, PBA president, said he had a brief telephone conversation with Shields and feels optimistic that she and the association can work together.
"I actually look forward to working together with her," Davidson said.
But, the proof will be in how Shields handles a number of key issues including negotiating a new contract - now some 282 days overdue; staffing and equipment such as the need for more patrol cars.
"Nothing is insurmountable," Davidson said.
One issue that is a sticking point with both the PBA and council members is the $250,000 annual salary Shields will be paid.
The amount comes against the backdrop of Buffalo's canyon-like $109 million budget deficit .
Shields is being paid 44% more than former and now-retired Police Chief Alphonso Wright earned last year and 65% more than Rochester Police Chief David Smith's annual $151,265 salary.
In fact, Shields will be paid 40% more than Mayor Sean Ryan, who will earn $178,519 this year.
Website ZipRecruiter said the national average salary for a police chief is $133,872 but that includes everything from small towns to major cities.
"I know our officers would love a fraction of that salary bump," Davidson said.
Shields, who previously was police chief in Atlanta and Louisville, not only broke Buffalo's glass ceiling, she is the first non-local police chief since Gil Kerlikowski spent 18 months in the Buffalo post during the early 1990s.
University District Councilman Rasheed N.C. Wyatt, said while he would have preferred a local candidate, someone from outside may bring in a new perspective.
"We know we need a change," Wyatt said.
North District Councilman Joseph Golembek said he questions the $250,000 salary at a time when Buffalo has major budget issues.
"Why is it that everyone in this new administration is being paid a lot more than what is in the city charter," Golembek said.
For now, the jury is out, Wyatt said.
"I just hope this wasn't another bad decision by this administration," Wyatt said.
