Buffalo, N.Y. (WBEN) - The 5/14 Memorial Foundation has released a Request for Qualifications (RFQ) seeking experienced construction management firms to support the development of the 5/14 Living Memorial and Healing Center in Buffalo's East Side community.
The project will be located at 1034 Jefferson Avenue, and will serve as a permanent memorial and community-centered healing space to honor those lost and impacted by the Tops mass shooting nearly four years ago on May 14, 2022.
The anticipated scope of work includes construction of the facility that features interior and exterior commemorative spaces, programming areas, landscaping, and supporting infrastructure.
The estimated total project budget is $18 million, with an estimated construction budget of $15 million.
The Foundation seeks firms with demonstrated experience delivering complex civic, cultural, memorial, and community-centered facilities of similar scale and sensitivity.
The Foundation has retained Alligood Song Architecture as the Architect/Engineer for the project.

An administrative fee of $100 is required, and must be made payable to 5/14 Memorial Foundation Inc. Respondents are required to submit five paper copies and one electronic copy of their qualifications.
Submissions must be received no later than 4 p.m. on April 7.
Paper copies must be delivered to 15 Genesee Street in Buffalo. Electronic submissions must be sent to 514memorial@buffalony.gov. Late submissions will not be accepted.
