Buffalo, N.Y. (WBEN) - Niagara Square was closed off for nearly five hours in Downtown Buffalo on Wednesday, as police, fire and other emergency personnel responded to a call of a despondent man on the 23rd floor of City Hall just after 4 p.m.

Members of the Buffalo Police Crisis Management Team negotiated with the individual for nearly four hours while he was outside on the ledge.

Just after 8:40 p.m. ET, Buffalo firefighters rescued the man off the ledge by attaching a harness and pulling him to safety through the 23rd floor window.

The 20-year-old Blasdell man was transported by ambulance to Erie County Medical Center for evaluation. The Behavioral Health Team of the Buffalo Police Department also assisted during the incident.

Niagara Square has since been re-opened to vehicular traffic.
